Surge absorbs electricity at all times: from static in the air, electrical appliances, outlets, etc (often causing lights to flicker, etc). She can't control the absorption, and thus must wear specifically-designed gauntlets at all times to regulate it. She can discharge the energy through powerful lightning-like blasts or channel it into bursts of superhuman speed. If she takes in too much energy, it causes mental overloads which cause her to speak too fast, scatters her thinking, and worsens her control over the blasts.
In some instances it has been believed her ability can power her enough for short term flight.

Nori is Japanese, and is quite petite. Her hair is naturally black, and she has almond shaped brown eyes. Surge has (dyed) bright electric blue hair, and it is usually kept short, or in punky/edgy styles.
Her overall style is somewhat punk-rebel meets Tokyo pop and rarely feminine. She wouldn't be caught dead in a skirt, dress or heels. She prefers baggy pants, and tight tops, paired with boots. Surge loves bright colors, and funky patterns that stick out from the crowd.
The most distinguishing feature aside from her blue hair, is the large near elbow length gauntlets that were created for her by Beast to control and regulate her abilities. (She later got a much more efficient and light pair from Forge)
When Surge's powers are in full use electricity surges throughout and around her entire body, including her eyes, causing them to glow bright blue.
Personality:
She has a big temper which polarized from her small frame. Surge is a brash, independent young woman, extremely loyal to her friends and venomously hostile towards those she considers her enemies, such as Stryker and Belasco. Very forthright and strong-minded, Nori has often clashed with her peers and superiors, from nearly getting into a brawl with Hellion after he insulted Prodigy's baseline status post-M-Day, to challenging Cyclops' assertion that the students are safe at the Institute. She also has gotten in many a argument and shouting match with the Professor, not agreeing with his decisions or his ascertains that she is fit to lead. Generally she is a rebel, and a non-conformist.
Noriko has severe authority issues, and constantly rebels against rules, and people set in charge of her. This makes it difficult to predict how she will react, and also makes her allegiances hard to solidify. Because she will up and leave if someone in authority ticks her off or does something she doesn't agree with.
Surge is also considered to be a feminist, she believes anything a man can do, she can do, and better. Objectifying of women is one of her pet peeves, and she will often get into a fight with any guy who ticks her off or tries to make a move on her.
Her biggest weakness is her temper, she has extreme moods, from being severely depressed and withdrawn, to being hostile and angry. There tends to be very little middle ground with Surge.

Nori was extremely close to her older brother, Keitaro, they were practically inseparable. However her relationship with her parents was constantly strained. They were strict, and old fashioned, and Surge had a strong rebellious streak.
She was especially at odds with her father, who's approval she constantly longed for but rarely got (it was given to her brother), so she compensated by rebelling against him twice as much. When she began absorbing static on from the appliances in their home, and shorting out the electricity in the entire complex, that’s when she knew she was a mutant.
Fearing that her father would reject her because he, 'didn't believe in mutants', Noriko ran away from home at the age of 13. She spent some time on the streets in Tokyo, keeping away from people because she had no control over her abilities. She was recruited into a local gang, where she began taking drugs, and found that certain ones could temporarily negate her powers and her constant absorption of the static and electricity around her.
On her 16th Birthday, Nori was with her boyfriend at the time, fellow gang member, Ichiro, when she accidentally lost control of her powers as she was coming off of a drug high, and ended up killing the boy. Fearing for her life from the other gang members, and terrified of what she was, Surge snuck onto a cargo ship, hiding herself away in a storage container, believing it was what she deserved.
She was later discovered, starving, and ill in one of the containers, however she was now in America, Manhattan. Surge refused assistance from those who found her and ran away. She continued living on the streets, stealing her meals and keeping away from most people.
Eventually she found a drug dealer who ended up having drugs that could contain her abilities, and began using once more. The drugs kept her from being a danger to others, however she was deteriorating quickly. They made her weak and disoriented, often causing hallucinations.
After she badly injured a dealer who refused to give her drugs, Surge ran away once more, this time ending up in Westchester, New York. She stumbled upon Xavier's school, where she was turned away by a student there, Hellion aka Julian Keller, because she was homeless. Angered by this Surge withdrew into the city of Westchester where she reeked havoc, robbing convenience stores, and stealing money in order to continue feeding her drug addiction.
Eventually the X-Men intervened, having a large stand off during which they managed to tranquilize her and bring her back to the Mansion. It was there that Beast studied her mutation and created a large pair of gauntlets that regulated and stored all the electricity she absorbed. With these new gauntlets, Surge was able to be around people again, and not worry about losing control.
She eventually over came the drug addiction after the Professor worked with her, and was enrolled into the school. Surge was predominantly reclusive from the fellow students, being homeless, and not having any family, she didn't feel like she fit in all that much.
However, after M Day Noriko was one of very few mutants who retained her powers, and was assigned leader of the New X-Men by Emma Frost due to her assistance in taking down the Hulk. Surge took the position with heavy sincerity. If anything went wrong, she would blame and beat up herself, and constantly found herself forced into tough decisions she didn't feel herself qualified for. Often arguing with both Scott, Emma, and even the Professor that they were stupid to have given her the position, and that she was going to screw it up.
Despite this, she kept her position. In one instance where the X-Men had gone to Genosha to save the Professor, Surge was left with the situation of Nimrod attacking the school and she had to gather the motley crew of New X-Men to fight against him. In the end it was Surge who, after removing her gauntlets, and discharging all her power into him, knocked him back in time, and defeated the threat.
Once the X-Men returned and learned of this, Surge was promoted to the X-Men, along with Prodigy, aka David Alleyne, one of Surge's love interest. As an X-Man, Surge is still reclusive, not being the most social person at the mansion, she also often has disagreements, and arguments with whoever is in charge or making decisions.
Upon turning 18, Surge began being included in more and more missions with the X-Men, however she still acted as the leader to the New X-Men as well.

Surge's relationship with David Alleyne ended rather bitterly, and the two don't get along.
Forge created a much lighter, and more efficient pair of gauntlets for Surge, and the two are fairly close, in someways Forge acts as the father Nori never really had.

What about this character do you like?: Everything, ever since New X-Men started I immediately attached to Surge. I like that she is a tough chick and matches my own non-conformist ideals. That and she has a wicked sense of dark humor. I was squeeing all up and down when Emma appointed her the leader of the New X-Men.

Surge stalked into the kitchen at the mansion grabbing the handle to the refridgerator roughly and jerking it open. Glaring inside the dimly lit box, she scanned the items, settling on a beer. It was probably Logan’s, and yeah, she was underage but she didn’t care. Not right now.
Muttering under her breath, she carried the drink to the bar, and popped the lid off. Leaning her head back and taking a slow, long drink, she swallowed with a wince, and a satisfied sigh. Setting the bottle down, she rested her head in her palm, staring down at the tiles now.
All the scenes seemed to replay through her mind on some sort of repeat loop. She didn't handle losing well. Especially not to a boy, and even more especially not to Kellar. He wasn't going to get away with this. No way. She had only to wait for her moment to exact her revenge, and a sweet revenge it would be. Surge smirked at the thought of him realizing that he had been bested, and unlike him, she wouldn't do so by cheating.
Nori raised the beer once more, taking another long, slow sip, and smiled. Things were already better. Now that she was away from him, and everyone else. The beer wasn't half bad either, although she wasn't sure how the hell Logan drank them so often. They weren't that good. She had just lifted the bottle to her lips when she heard something out in the hall, pausing and setting down her drink, Surge leaned forward in her stool, balancing on just two legs as she strained to see out.
"Hello?" She called out, "somebody out there?"
